TARMEM features the participation of three universities: Carnegie Mellon University in Qatar (CMU-Q,  coordinator), the University of Cassino and Southern Lazio, and the University of Genova. The two Italian  universities participate as nodes of the ISME university consortium for marine robotics.
CMU-Q, Carnegie Mellon University in Qatar is  the coordinating node.
The project's leading PI is
